Dipped beam headlights

Whilst driving home from a camping weekend last night the warning light came on informing me of both L & R dipped lights not working. I had to limp home on the motorway on side lights and as a last resort on fog lights.

Both bulbs look perfectly fine although i have no way of testing them. Could the issue be the fuses and if so which of the three fuse boxes would i need to start focusing on?
