E200 avantgarde(1999 or 2000) model wont start(also windows wont raise)

i have an 1999or 2000 or 2001 e200 avantgarde 1998cc(im not sure,my dad left me this car,i know next to nothign about cars:P) and suddenly it wont start.when i turn the key it goes like"pough,pough,pough(sound)"like there is no spark.also the windows wont raise only lower.i assumed maybe it has something to do with the alarm,it somehow blocked the car,maybe cause i left it with the windows half open(without locking it).any advice would be appreciated,thnx in advance
